Thomas E. Gould has almost 35 years of experience in establishing cost-based rates for water, wastewater, stormwater, electric, and solid waste utilities. Tom has worked with utilities across the United States and Canada.
Todd Cristiano is the Manager of Rates Administration at Denver Water. Prior experience includes ten years as a financial consultant for municipal water, wastewater, reclaimed water, and electric and sanitation utilities across the United States. His work includes financial planningin cost-of-service analysis and rate design and development of impact fees for both utility and general government. Todd has a BS in Chemical Engineering from the University of Tulsa and an MBA from the University of Colorado.
